The Contracts Specialist I position, under general supervision, manages, reviews and analyzes existing contracts for the Colorado Judicial Department to ensure compliance and best practice.
The Contracts Specialist I position is distinguisshed from other calssifications within the Contract Specialists job class by the focus on work related to interpreting contracts, measuring and reporting on contract performance as part of the Financial Services Division.
Manages contracting processes from contract execution through contract close out utilizing department information technology software to ensure contract compliance. Makes recommendations for process improvements.
Develops and revises strategies to administer and monitor contractor compliance with contract terms and conditions and to develop methods to measure contract compliance.
Review executed contracts for performance requirements. Makes recommendations on how to cure contract nonperformance.
Maintains expertise in contract and procurement related laws, rules, regulations, policies and procedures.
Interprets contract language and/or seeks assistance from Department, Contract Unit and Legal staff to understand technical, operational and legal requirements of the contract.
Collaborates with staff across the Department and with external stakeholders to support business needs with executed contracts, including seeking input from stakeholders on Contractor performance and from Contractor’s on Department performance.
Resolves issues between contractors, vendors and the Department, escalating as needed.
Reviews and seeks approval for contract change requests.
Attends meetings and training as required.
Performs other duties as assigned.
No formal supervisory responsibilities. Responsibility for one’s own work product. May provide guidance, assistance, or mentorship to co-workers.
Graduation from an accredited college or university with a bachelor’s degree in finance or closely related field and one year (1) of relevant experience. Additional work experience in these or other related fields may be substituted on a year for year basis for the required formal education.
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to use hands and fingers and reach with hands and arms. The employee is occasionally required to stand and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and ability to adjust focus.
The noise level in the work environment is usually quiet. This position is subject to many interruptions; may handle multiple calls and inquiries simultaneously; and may occasionally handle absentee replacement on short notice.
