The Facilities Designer/Planner manages the Underfunded Courthouse Facility Grant, assists the Architect with the planning, design, construction, maintenance, and security needs of court facilities throughout the State’s 22 judicial districts, and coordinates multiple division involvement in construction and remodel projects in courthouse and Department facilities throughout the State.
This position is distinguished from other classes due to its focus on managing the Underfunded Courthouse Facility grant program and the design of court facilities and monitoring of construction and remodeling projects. The position reports to the Judicial Department Architect and Facilities Planning Manager.
Provides overall coordination and management of the Underfunded Courthouse Facility Grant.
Organizes and administers the functional and operational needs of the Underfunded Courthouse Facility Grant Commission.
Builds and maintains effective partnerships with Department staff and county officials for the Underfunded Courthouse Facility Grant.
Prepares reports, schedules, forms, and other documents and information based upon research and evaluation of issues and problems as needed. Maintains financial and administrative records associated with the Underfunded Courthouse Facility Grant.
Provides support and assistance to the Architect to define, review, and specify the requirements for new construction and remodeling projects, building maintenance, industrial hygiene, building security, electrical and mechanical systems, landscaping, life safety, space utilization, furnishings, and long-range facilities planning.
Serves as a liaison among Judicial Department management and staff, county officials, contractors, architects, engineers, and consultants to assist professionals in the design and construction of new or remodeled courthouse facilities. Monitor and review conformance to contractual requirements, design principles and standards.
Collaborates with internal and external stakeholders to manage time frames, budget status, and procedures to ensure Department-facility projects meet goals and objectives.

Exercises a high level of knowledge and expertise in technical aspects of capital projects and working knowledge of managing the financial aspects.
Collaborates with Department staff and external stakeholders to formulate the annual controlled maintenance and capital construction budget request.
Works with Judicial Department procurement staff to issue RFPs and participates in the vendor selection process.
Manages technical and business aspects of the courthouse capital project management system.
Ensures stability of the system and works with external vendor to resolve technical issues.
Attend, lead, and/or coordinate meetings and trainings as required. Advise management and staff on architectural aspects of facilities including programming, design, code compliance, master planning, security, indoor air quality, and furnishings.

Frequent travel to court locations throughout the State is required.

Bachelor’s degree from an accredited college or university in architecture, architectural engineering, construction management, or a related field and two years of professional experience in a related field. Additional work experience in architecture, architectural engineering or construction management or related field may be substituted on a year for year basis for the required formal education.
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to sit and reach with hands and arms and perform repetitive motions with wrists, hands, and fingers. The employee is frequently required to stand and walk, and may be required to crouch and climb. The employee must occasionally lift and/or move up to 75 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus.
This position is subject to many interruptions and may be required to handle multiple calls and inquiries at once. Work within the office environment is usually quiet. The position may involve frequent visits to construction sites, which may present hazards, exposure to the outdoors, and a high level of noise. Protective equipment such as a hard hat and ear and eye protection shall be worn as required.
