General Statement Of Duties

Manages and administers statewide and/or multi-jurisdictional financial programs or the financial aspects of programs.

Distinguishing Factors

The Financial Analyst II position is distinguished from other classifications due to the responsibility of leading an ongoing financial program or project which must consume 50% or more of the employee's time.  Leading financial programs or projects includes assigning tasks, monitoring progress and workflow, checking the product, scheduling work, and establishing work standards.  Provides indirect supervision of field staff and may directly supervise 2 or more staff.  Supervision is received from the Financial Analyst III or the Financial Services Manager.

Essential Functions Of the Position

Manages and administers state wide and/or multi-jurisdictional financial programs or the financial aspects of programs.

Reviews and evaluates financial policies, procedures and practices.

Formulates recommendations and implements solutions as a result of data and program reviews, changes in laws and Chief Justice Directives.

Conducts program reviews.

Compiles and analyzes financial data, statistics and other information to aid in program monitoring, evaluation planning and improvement.

Reviews and evaluates the effect of financial policies, practices, structure, functions, work methods and resources on financial programs or the financial aspects of programs.

Prepares drafts of reports, schedules, rules, recommendations, forms, or Chief Justice Directives based upon research and evaluation of issues and problems.

Prepares, analyzes and evaluates financial projections, estimates and trends.

Prepares budget requests, monitors budgets, and prepares budget allocations.

Analyzes proposed legislation, processes and procedures for financial impact on the Judicial Branch.

Develops, maintains and conducts training programs for field staff. Maintains and updates procedure manuals.

Acts as liaison to field staff; coordinates with other state agencies, District Attorney’s, court appointed counsel, private vendors and service providers.

Provides indirect supervision of field staff, some positions may directly supervise subordinate staff.

Establishes work standards, assigns tasks, schedules work, monitors progress and workflow, and reviews work product.

Maintains data and/or payment systems. Verifies accuracy of data and information.

Attends meetings and training as required.

Supervisor Responsibilities

Responsible for one's own work product and may provide guidance, assistance, or mentorship to less knowledgeable or experienced coworkers, volunteers, or interns.  This may include scheduling of work, instructing in work methods, and reviewing work products.  May provide supervision of subordinate employees and input into the hiring and discipline/termination processes.  May conduct and/or have input into performance evaluation process.

Minimum Education

Graduation from an accredited college or university with a bachelor's degree and three years of experience in financial analysis, budgeting, accounting, auditing or other related fields.  Additional work experience in these or other related fields may be substituted on a year for year basis for the required formal education.

OR

One year of experience as a Financial Analyst I in the Colorado Judicial Department.

While performing the duties of this job, the employee is regularly required to talk or hear.  The employee frequently is required to use hands and fingers and reach with hands and arms.  The employee is occasionally required to stand and reach with hands and arms.  The employee must occasionally lift and/or move up to 10 pounds.  Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and ability to adjust focus.

Work Environment

The noise level in the work environment is usually quiet.  This position is subject to varying and unpredictable situations; may handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously; and may occasionally handle absentee replacement on short notice.
