General Statement Of Duties

The IT Project Manager is responsible for the delivery of projects on time, on budget, in scope and to the required quality & success specifications of the Customer Engagement and Quality Assurance teams.  The IT Project Manager’s role is to help with creation of project charters/business cases, using the appropriate methodology for the scope of the project.  This could involve traditional, waterfall, agile, scrum, Kanban or a hybrid approach, depending on the goals of the project. IT Project Manager creates project artifacts, escalates risks and issues, and delivers projects with direct support of Information Technology Services (ITS) project teams and the IT Project Management Unit.  The IT Project Manager develops the detailed project management and execution plan for assigned projects and implements them together with the assigned project team.  The IT Project Manager is also responsible for working with ITS project teams, contractors, and sourcing partners to complete required work.

Distinguishing Factors

This classification is distinguished from other classifications due to IT project management responsibilities. This includes managing of project resources in collaboration with IT division managers, providing direction and instruction to staff concerning project goals, and managing key process groups such as backlog grooming, refinement, initiation, planning, execution, monitoring and controlling, and properly closing projects to achieve Department objectives. This position reports directly to the Manager of Program/Portfolio Management.

Essential Functions Of the Position

Works with the Customer Engagement team, IT Strategic Governance team, and stakeholders to define project scope, goals, and deliverables in support of the Colorado Judicial Department’s business goals. Works closely with IT division managers, analysts, developers, subject matter experts, and business stakeholders to ensure proper staff and resource alignment.

Develop and deliver project artifacts, such as charters, Kanban boards, backlog details, team agreements, progress reports, proposals, requirements documentation, risk and issues with mitigation or contingency plans, and presentations under the support of the IT PMO.

Organize and facilitate product backlog grooming; estimation; daily stand-ups; sprint planning, reviews, demos, and retrospectives; ranking and resolution of defects and bugs; and other agile related meetings.

Maintain project management and execution plans, to include dependencies between teams and other projects, critical path, implementation, tracking, and reviewing, according to the charter/business case.

Define project success criteria and clearly communicate project expectations to project teams and stakeholders throughout the project lifecycle including status, risks, team velocity and sprint/release progress.

Determine the content of status from the project team, analyze results, and update key stakeholders.

Ensure the project teams are practicing collaboration, prioritization, team accountability, and visibility. 

Participate proactively in developing and maintaining team standards, tools, and best practices.

Assist team with making appropriate commitments through task definition and tracking, RACI development and maintenance, story selection and task definition, self-organization and agreed-upon deadlines.

Manage day-to-day operations alongside the project team and ensure project targets (scope, schedule, cost, and quality) are constantly monitored to ensure project delivery and success.

Determine and assess need for additional staff and/or consultants and work with the appropriate IT division manager(s) to fulfill the goals of the project.
 
Prepare and deliver change requests and follow standard change control process with the support of the project teams.

Conduct project post mortems and create a recommendations report to identify successful and unsuccessful project elements.

Attend meetings and training as required.

Supervisor Responsibilities

Responsible for one's own work product and may provide guidance, assistance, or mentorship to less knowledgeable or experienced coworkers, volunteers, or interns.  This may include scheduling of work, instructing in work methods, and reviewing work products.  May provide input into the hiring and discipline/termination processes.  May have input into performance evaluation process.

Minimum Education

Graduation from an accredited college or university with a bachelor’s degree in project management, computer science, computer information systems, or related area; plus, four years of experience directly managing information technology projects.  Strong Agile/Scrum background is a plus.  Project Management Professional and/or Certified Associate in Project Management certification required.  Additional related work experience may be substituted on a year for year basis for the required formal education.

Must be capable of developing and using appropriate project management tools, techniques, and able to manage overall project timeline, scope, budget, resources, and quality using a variety of methods and tools.

Physical Demands

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to sit and reach with hands and arms and perform repetitive motions with wrists, hands, and fingers.  The employee is occasionally required to stand and walk.  The employee must occasionally lift and/or move up to 25 pounds.  Specific vision abilities required by this job include close vision, and ability to adjust focus.

The noise level in the work environment is usually moderate.  This position is subject to varying and unpredictable situations; may handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously; and may occasionally handle absentee replacement on short notice.
