Performs as the Deputy Compact Administrator for Probation (DCAP) in conjunction with the Department of Corrections (DOC) to provide services and guidance to probation officers state-wide, the Interstate Commission on Adult Offender Supervision Office (ICAOS) along with all 50 states and the territories of District of Columbia, U.S. Virgin Islands and Puerto Rico on matters concerning the Interstate Compact for Adult Offender Supervision ICAOS. This includes managing specific programs to develop improved managerial procedures and practices in the Colorado Judicial Department’s probation business as they related to the ICAOS and the Interstate Compact Offender Tracking System (ICOTS).
Supervised through the Division of Probation Services at the State Court Administrator’s office. This position receives supervision from the Division of Probation Services Director. Works closely with the Deputy Compact Administrator for Parole and the Colorado IC Commissioner at DOC to oversee the ICAOS, and the Interstate Compact Offender Tracking System (ICOTS). This position is distinguished from other classifications due to the supervisory responsibility for up to 3.0 interstate compact staff (Interstate Compact Specialists) and responsibility of leading an ongoing program or project (ICAOS and ICOTS) which consumes 50% or more of the employee’s time. Leading programs or projects includes assigning tasks, monitoring progress and work flow, checking the product, scheduling work, and establishing work standards.
Plans, administers, and implements state wide probation programs and projects concerning the Interstate Compact.
Serve as project lead for the development and implementation of state wide probation training specific to the ICAOS and ICOTS.
Compiles and analyzes information collected; verifies accuracy of information; identifies issues and problems; formulates recommendations that will inform best practices within the state court and probation systems.
Reviews, evaluates, and advises on organizational policies, practices, structure, functions, programs, work methods, resources, relationships between various probation departments and management and program performance; increases efficiency and effectiveness of state probation systems.
Prepares reports, schedules, forms, procedures and directives based upon research and evaluation of issues and problems.
Analyzes proposed ICAOS Rule changes and procedures for possible impact on the probation business.
Establishes response procedures designed to address internal and external requests for information.
Manages the Interstate Compact Retaking Fund, for law enforcement.
Responsible for recruitment and selection of unit employees.
Establishes expectations and provides employee performance feedback on an on-going and annual basis.
Assists subordinates in establishing goals.
Evaluates subordinates’ goal achievement through conference or informal meetings.
Provides recommendations regarding subordinate’s employment probationary/trial period.
Provides orientation and on-going training, mentoring and coaching to subordinates.
Assigns duties and responsibilities to staff, develops and establishes procedures for operating and maintaining required administrative systems.
Acts as the ICOTS Compact Administrator within the meaning of the ICAOS, as it relates to incoming and outgoing ICOTS probation cases and providing the assistance with other Compacting states, requiring a higher level of assistance.
Coordinates with the Commissioner and Deputy Compact Administrator for Parole to be available to participate and/or represent Colorado on ICAOS matters at the national level.
Advises the Colorado State Council for ICAOS and the Colorado ICAOS commission on ICAOS impact on Colorado Probation regarding rule changes, need for advisory opinions from the national office, ICOTS related issues and other matters pertaining to ICAOS and Colorado Probation.
Attends meetings and training as required.
Performs other duties as assigned.
Has supervisory accountability for up to 3.0 interstate compact staff. Plans, directs and coordinates activities for the Interstate Compact unit. Duties include scheduling and assigning work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. Conducts performance appraisals, and provides input into and participates in discipline, dismissal, and hiring processes.
Graduation for an accredited college or university with a bachelor’s degree preferably in Criminal Justice, Sociology, Psychology, Social Work or related field and a minimum of three years of experience working directly with probationers, parolees or like work; familiarity with the Compact is preferred.
OR
Four years of management analysis experience in statistical or economic analysis, office systems, methods and procedures, work measurement, forms design, program planning or other related fields. Additional work experience in these or other related fields may be substituted on a year for year basis for the required formal education.
OR
One year of experience as a Probation Services Analyst I in the Colorado Judicial Department.
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to use hands and fingers and reach with hands and arms. The employee is occasionally required to stand and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and ability to adjust focus.
The noise level in the work environment is usually quiet. This position is subject to varying and unpredictable situations; may handle emergency or crisis situations; is subject to many interruptions, may handle multiple calls and inquires simultaneously; and may occasionally handle absentee replacement on short notice. This position is housed primarily at the DOC Division of Adult Parole and Community Corrections and requires compliance with both Judicial and DOC practices and policies.
