Provides management for the Talent Management initiatives of the Colorado Judicial Department. Develop and maintain a comprehensive Talent Management program encompassing the following areas: full cycle recruitment, Employer Branding, Employee Engagement and Development, Succession & Post Employment Planning, and other areas related to career success. Collaborates with the training and education units as well as management staff to promote the career development of our employees. Oversees the full recruitment life cycle for candidates and provides guidance to hiring managers on recruitment strategies and initiatives. Develops and implements the promotion and marketing of the Colorado Judicial Department as a preferred employer.
This position is distinguished from the Talent Management Specialist due to the supervision responsibilities required. This position reports directly to the Human Resources Manager.
Develops and implements programs, plans, and procedures for full cycle recruitment for the Colorado Judicial Department. Includes planning, directing and assisting in activities for replacement of staff within the State Court Administrator’s Office (SCAO) and the Judicial Districts.
Determines online and other recruiting strategies for attracting and recruiting candidates.
Works with Information Technology Services (ITS) to help manage the automated applicant tracking systems.
Manages a comprehensive employee engagement program to include professional and career development, coaching, mapping, mentor programs, retention, and satisfaction as well as administer and interpret career-related assessments. Implements data targeted engagement outcomes.
Establish strategic goals for the Talent Management Office, including long-range planning and assessment.
Prepares and analyzes statistical reports and other data to monitor Talent Management programs and implement targeted outcomes.
Consults with Human Resources management and managers within the Judicial to provide expertise in executive level consultation as it relates to Talent Management programs.
Develops and maintains marketing and employment brand awareness of the Judicial Department as a preferred employer.
Attends meetings and training as required.
Performs other duties as assigned.
Has supervisory accountability for other employees, volunteers, or interns. Plans, directs and coordinates activities for a unit. Duties may include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. Conducts performance appraisals, and provides input into and participates in discipline, dismissal, and hiring processes.
Graduation from an accredited college or university with a bachelor's degree and three years or more experience in full cycle recruitment responsibilities. Sound knowledge of recruitment management and best practices for public sector recruiting. Strong interpersonal and writing skills for communication with a wide range of individuals and constituencies in a diverse community. Knowledge of electronic job application systems and processes.
