The Unified Communications (UC) Engineer is responsible for planning, developing, and implementing the Colorado Judicial Department’s telecommunications infrastructure. This includes installing, configuring, maintaining, supporting, and optimizing all telephone systems and services, voicemail and PBX communication systems, mobile device connectivity, and video conferencing environments. The person will also analyze and resolve telecommunications circuit issues in a timely and accurate fashion, and support user needs where required.
This classification is distinguished from other ITS job classifications in that the UC Engineer position is focused on the technical telephonic equipment and systems, as well as video conferencing equipment and mobile device connectivity throughout the Department’s statewide technical infrastructure. This position reports directly to the Senior Network Engineer.
Manages and administers the Colorado Judicial Department’s entire telecommunication infrastructure and its associated software, including PBXs, call management systems, voice mail, interactive voice response, mobile device connectivity, and video conferencing equipment.
Responsible for developing Unified Communication expansion plans in accordance with stated business strategy.
Design and oversee Unified Communication projects with a goal of improving or expanding the current unified communication infrastructure.
Assess need for any system reconfigurations (minor or significant), make recommendations, and execute them as required.
Conduct research on emerging products, services, protocols, and standards in support of Unified Communications equipment, procurement, and development efforts.
Assist the IT Procurement Specialist with all contracts for Unified Communications equipment and services.
Administer add, move, and change requests from end users as well as new line installations as required.
Monitor and identify capacity and performance issues for Unified Communications traffic to ensure continued, uninterrupted operation of Unified Communication systems.
Advanced knowledge of Quality of Service, media streaming protocols, and real time traffic protocols is required.
Collaborate with other members of the network team to ensure the safe and proper installation of data cabling, phone wiring and Unified Communications equipment.
Provide on-call technical support for the Department’s Unified Communications infrastructure.
Manage and/or provide guidance to junior members of the team.
Responsible for the design, development, and testing of Unified Communications software solutions.
Coordinate with building management and maintenance to oversee construction and remodeling efforts as related to voice and video systems, including office moves.
Act as consultant for video conferencing issues.
Write and review proposals for purchase of Unified Communications solutions.
Interact and negotiate with various vendors for resolution of service issues and investigate new approaches to improvement of the Department’s Unified Communications systems.
Travel throughout the state of Colorado is required at times, not to exceed 50% of the time.
Attend meetings and training as required.
Performs other duties as assigned.
Responsible for one's own work product and may provide guidance, assistance, or mentorship to less knowledgeable or experienced coworkers, volunteers, or interns. This may include scheduling of work, instructing in work methods, and reviewing work products. May provide input into hiring, performance evaluation, and discipline/termination processes.
Graduation from an accredited college or university with a bachelor’s degree in computer science or a related field of study and 6 years of experience telecommunications or a related area. Additional work experience in these or other related fields may be substituted on a year for year basis for the required formal education.
Expertise of Cisco, ShoreTel, and Polycom software and hardware is preferred.
The employee frequently is required to sit, use hands to handle or feel, and reach with hands and arms. The employee is occasionally required to stand; walk; climb or balance; and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 10, pounds and occasionally lift/move 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
