The Civil Rules Committee is a standing Committee appointed by the Colorado Supreme Court. It has been in existence since 1978. The Committee is charged with the responsibility of periodic review, correcting, updating and improvement of all of the State Court Civil Rules except Appellate Rules [now handled by the Appellate Rules Committee] and the Colorado Rules of Evidence [now handled by the Evidence Rules Committee].
The Committee is chaired by the Honorable Jerry N. Jones of the Colorado Court of Appeals and the Supreme Court Liaison to the Committee is Justice Richard L. Gabriel. The Committee is composed of 35 members of varying backgrounds, including: district and county judges; appellate judges; trial court magistrates; district court clerks; law school professors; and attorney litigators in various areas of practice such as: personal injury; business; family law; legal aid; real estate; collections; professional liability; and general litigation.
All meetings begin at 1:30. All meetings of the Civil Rules Committee are open to the public, but non-members of the Committee may participate in the meetings only with the advance consent of the Committee chair.
The Civil Rules Committee makes its recommendations directly to the Supreme Court. Rule change proposals that are controversial or potentially have wide public interest are published in advance and invitation given to public comment. Rule changes and new rules adopted by the Supreme Court are published in the "Court Business" section of The Colorado Lawyer.
